I just added a third oboe, but in the Layout list it says “Empty Part”.

you probably created a new layout without assigning any player to it, or you unchecked the third oboe when this layout was selected. You only need to create players (choosing which instrument they are holding), and Dorico will create the layouts for you.
Try to select the Empty Part layout on the right panel, and check the checkmark for the third oboe, on the left panel.
The fastest way to have help is to upload your project here to see what is the situation.
Can you share at least a screenshot of your complete setup mode page, with all players expanded to show the instruments they are holding?:
