That sounds like it’s a key command mix-up, and Shift P is creating a new layout, instead of a new player.
Check what key command is set for each of the commands in Setup mode’s menu.
Without shortcut, same result. (See right panel)
Very strange behaviour indeed.
Also deleting all parts layout and choosing Setup > Create Default Parts layout , in every layout are all players checked… I never saw something similar.
(I tried resetting the Library, deleting all Players and Flows and recreating them.)
It seems something deep is corrupted in this file, but nothing on the “visible surface”.

Does this happen also in a brand new empty project created on your computer?
We’ve seen this from time to time. There are some internal options for layouts that determine their policies for whether they should receive all flows and all players. These are set differently for full score, custom score, and part layouts. What must have happened somehow is that the default options for part layouts in this project have ended up with the policies from full score layouts set. This should be impossible, of course, but evidently it has gone wrong here.
If you have a real project in which this occurs and you need it to be repaired, you can send it to me directly (either via a private message or via email to d dot spreadbury at steinberg dot de) and I can manually fix it up for you.
I manually edited doricolib and changed entityID of the page template set. I didn’t think it was related with this problem, but it must have been…
This is an experimental project and this problem happens only in it. I don’t want to trouble you any more.

I found this problem occurs in other projects after resetting layout options of parts. I know it’s my fault, but now I need your help. Would you mind fixing it? Here’s my settings.
