We had the same problem at two workstations. When we connected two different audio interfaces during a minor remodel, the problem was solved forever. It’s at least a possibility.
Regarding plugins:
Some plugins, especially those from Waves, check their licenses when loading by scanning all network drives, Synology NAS, external drives, etc. This then causes Nuendo to crash. The second time they start, the licenses have already been checked.
No matter what your work environment looks like, this is almost always a problem with plugins that have to check their licenses for too long.

As I said, we also had two editing suites that crashed when exiting. We had two small Focusrite 2i2s because they were perfectly adequate for editing. The problem disappeared immediately when we switched to other interfaces. It might have been because they were probably still the first or second generation of the devices. With a large Focusrite Scarlett 18i20 4th Gen, the problem went away.
