I am not sure why As in this score have unnecessary flats (see attached screenshot) given that the key is c minor.

I guess there is an A (natural) in the previous bar, and those are cautionary accidentals. You can tell Dorico when/if you want a cautionary accidental to appear in: Notation Options>Accidentals>Cautionary. There are many options there. In the properties panel you can choose to show/hide an accidental individually.
