Once again, Dorico takes me away from my compositional flow state. Can you not simply copy a selection (and annoyingly select every time signature) and insert what you copied, or do you have to insert the bars first and just copy-paste?
Engage Insert Mode before pasting (choose the scope that matches what you want to achieve.)
And use the system track if you want to select everything (including TS) in a section.

I’ll have to remember to select measures with the system track from now on (Thank you!), but turning on insert mode didn’t help at all.
I’m not sure why… It should work:
