no Insert Silence/Delete Time after .SMT import

There appears to be an issue when importing .SMT tempo tracks which renders Range:Insert Silence/Delete Time useless.

Steps to re-produce:- From an empty project

  1. create a bunch of tempo / time sig changes
  2. Export the tempo track to an .SMT
  3. re-Import the .SMT
  4. Try and insert silence or delete time - it has zero effect on your tempo and time signature tracks.
