I upgraded to Dorico Elements 5 recently. Suddenly started getting the above message when I start a new project. (No Licence for HALion 7 has been found in your account.) I can open an existing project and hear piano, but if I try to add another instrument, the error message appears again. I am using an iMac and have Dorico Elements 5, v. 5.1.40.119
I have opened a ticket with Steinberg but have not had an answer, just an acknowledgement they have received the ticket. I submitted it on 11 June 2024 and heard nothing. I tried telephoning but after a short message about online help it then rang off. Can anyone help please?
Halion 7 doesn’t belong to the set of tools in Dorico 5 Elements.
What you have within your license is Halion Sonic 7, which is a smaller version of Halion 7. It allows you to use VST instruments, but not create or edit them, as with the full Halion 7 license.

Did you install at an earlier stage a trial version of HALion 7 and has that license run out?
See, HALion 7 comes in two derivates, HALion 7 and HALion Sonic 7. Included in the Dorico is a license for HALion Sonic but not for the big brother HALion.
When you open the Dorico Preferences via Edit > Preferences and go to the Play tab, what are your settings for the first 3 options? With me it looks like this:
