I got a replacement usb elicenser and have managed to move the licences however im still getting this error
I have seen Hard disk based license usually also has reference of the position of that file in the hard disk. If you do any disk cleaning and the disk cleaning software moves it to another location, the license will fail. One way to recover is restore the registry to the date prior to the date of dis cleaning, which may or may not work in your case.
You wrote that you reinstalled Activation Manager. But what does it mean exactly? Did you uninstall it and restarted the computer before installing it back?

could you make sure that C:\Program Files\Common Files\Steinberg\Activation Manager\SteinbergLicenseEngine.exe
exists? You might have cleaned that up too.
If it isn’t there, uninstall the Steinberg Activation Manager and run the Steinberg Download Assistant after that to reinstall it.
I reinstalled windows and it worked
