Beware that explicit dotted whole rests will not center in the bar the way a proper bar-rest does.

Rests of the actual note value have been used to fill measures in meters like 3/16, 1/8. etc. Is this an option in Dorico?

Not an automatic option, no. But easily done with explicit rests.
