No setup lower zone

I have no MixConsole tab in lower zone, or indeed the configuration gear to set this up.
I have tried resetting Window but this has changed nothing.

There is a switch to turn the lower zone on and off. In the upper right corner of the project window.

Right click in any of the title of the tabs you have in the lower zone, for example, the “Editor” one. A menu for changing items’ visibility will popup:
