Why isn’t a slur appearing on the third bar? How can I make it appear?
Then how should I handle the grace notes? Even if I add the same grace notes above and below, the slur doesn’t appear.

It appears so, yes.
Honestly, I would consider this a bug report: the main slur is omitted, and the slur from the grace note to the main note looks horrible.
If Dorico can pull together notes from different voices onto the same stem, it should not omit the slur.
You should always use the same voice for all material from a single instrument to be condensed. If you don’t, strange things will happen. There’s no need to use different voices for monophonic material in successive bars, so don’t.
