Dorico doesn’t have a built-in feature for this, but you can easily make a run of notes stemless by activating the Hide stem property in Engrave mode, and you can add parentheses using text items. Deactivate the Avoid collisions property for the text items to make it eaiser to position them on the staff without affecting the vertical spacing unduly.
