Notation: dotted half-note and half note in the same chord

S. Karg-Elert;

Is this correct notation?

(Not a major problem in Dorico;

but is it the best notation?)

TIA.

That’s probably as clear as it can be on one staff, for one hand. The obvious alternative would be a whole note A♭, which would be harder to read.

(So glad to see you know exactly how to wrangle the voices, column index, and tie!)

Do you think the start of the tie should be closer to the half-note, or should one regard the dot to “reserve” space after, even for the half-note?

I would shift it closer, like the original, definitely. The default position, leaving room for a dot that isn’t there, makes the eye suspect a dot was intended and is missing.
