I am opening a new topic on this with the Cubase 13 tag as it is still a problem and it really needs to be resolved. I can make Equator and other MPE synths work with the Seaboard by completely bypassing the Note Expression system and sending a direct input from the Seaboard to the plugin and setting to All MIDI channels. Any time I try to run this through the Note Expression system the pitch bend range does not work properly. Tuning on, tuning off, any range setting, it just does not work as expected. Bypassing Note Expression as a workaround would be fine except for the fact that we have no way to go back and edit the MPE data on a per-note basis without recording it through Note Expression.
