The ‘rest’ field for entering notes hasn’t appeared where I indicated. How can I create it?
Why does this happen?
It looks like you’ve done Edit > Remove Rests to remove the rests on those two bars. You should be able to bring them back by selecting the first note or rest in that staff and turning off the Starts Voice property in the Properties panel.

Yes, but aren’t there notes or rests in that staff somewhere in the piece? Select the first note or rest after those bars, and turn off the Starts Voice property.
If that’s not it, then can you post the project file so we can take a look?
In Layout Options with the relevant layout(s) selected, check the status of Bar Rests and Multi-bar Rests > Show bar rests in empty bars.
The option is turned on.
I don’t know why there’s no comma at the beginning. I can’t enter the note.
Whyis there such a big gap before the time sig.?
Did you try what I suggested above? Can you post the file so we can see what’s going on?
If one of the Horns is Horn in D (no key signature) then there are possibly key signatures in other staves in this (Full Score?) layout. But, it is still a very large gap.
