I need to create the following notation, who can help me to create such notation system?

Use single line percussion staves. You can just add a ‘Sketch’ percussion instrument for each line. See the manual section on inputting percussion notes for note entry. Default stems are down for perc. staves. Select all and type ‘F’ to flip. Use System text for the upper annotations.
I’ll knock up a fully worked project example but I bet somebody beats me to it!
For the textual notes, use Text Frames.

As an aside, and very peripheral, there is a nice font called Encercle that lets you do all sorts of variations of circled numbers and letters. Available from Notation Central.
