NRPNs to generic remote commands not working

I’m trying to create a generic remote device to control Cubase commands using Lemur on iPad. I would like to use NRPN commands since many of my sample libraries use MIDI controllers for different functions. If I assign a MIDI controller to fire a command, it works. If I use an NRPN, it does not work. The attached image is an example of when I’m trying to do. This is in Cubase 6.0.5. Thanks
