Nuendo 12 at a constant 100% processor

Hi,

Recently i migrated from Mac to PC and when i open the projects on the PC the performance meter is at a constant 100% and i have dropout and clicks.
Latency buffer of my RME Fireface UC is set to 1024 samples

Weirdly enough, when i look at the Task Manager the two Xeon Processors only run at 8%
There is barely any load.
Multi processing is activated.
I also tried disabeling all plugs one by one but there wasn’t one culprit.
Ozone 11 when disable took 25% of the bar though. It was a lot less on the Mac, while this PC should run circles around the Mac.

update: When i load for example Avenger VSTi in an empty project created by Nuendo on the PC, and i press 1 key, the performance meter fluctuates between 50 and 75% already.

this is not normal.
