when I stop recording, returns on the beggining of the recording. inlike nuendo 12, where in preferences, there is a button reset on stop. nuendo 13 doesnt have that button.

Transport Menu > Start Mode > Return to Start Position on Stop

WHY do they do this kind of thing. I’ve just spent an age trying to figure this out. What was wrong with the logical place it was before or simply just duplicate it.

Steinberg wants to keep you and your brain young. That’s why they hide certain settings in a new location after an update, so you have to search for them. Better than Sudoku. 
I just discovered that they changed the routing presents of the studio eq making my current edit not work. Grrrrr.
Reading the posts over the last few days, I got the impression that Steinberg believes that those who use Nuendo 13 are not the same as those who used Nuendo 12.
Continuity in workflow and look and feel doesn’t seem to be very high on SB’s list.
