We’ve found an issue where the import fails if you have a project where the first flow was deleted (which can happen if you are importing Flows or XML into existing Dorico projects). There are a couple of workarounds:

Importing Dorico Projects into Cubase

There is a bug: if you have a Dorico project where the first flow was deleted then it will import as an empty project in Cubase. The workaround is either to copy the contents into a new project in Dorico (as you have discovered) or to export a MusicXML file.
