Templates can’t be opened

After double clicking on a template (built-in or user) in the HUB and selecting a location for the new project, the “Project Setup” window pops up and a blank new project is created instead of the template. I can’t open any templates so far.
This also happens when launching Nuendo in safe mode with the default factory settings.
