At first glance, it looks to be access/permissions issue of some kind.
Are you launching Nuendo as Administrator?
You could also test it by disabling realtime scanning and run as administrator for Nuendo.
Then create exception in real-time Defender AV scan for all folders that contain plugins or .exe files for DAW, and set the shortcut for Nuendo to run as administrator.

I’m not running Nuendo as administrator. And for what I understand it is not recommended…
Nuendo 11 as allowed to run thru windows defender…

Yep, and I appreciate.
However SB does not recommend using Nuendo as administrator to prevent crashes so this is not an option for me
