It is probably Pro Tools “G” you are thinking of, not “F”.
Instead of using a key command you can use a modifier key and drag the start/end of the clip.
What they mean is that if you want to cut the head of a clip using a key command the fade that you have remains the same length. What they want is for the fade to remain in the same place on the timeline. So if you shorten the clip you shorten the fade, if you lengthen the clip you lengthen the fade.
