Nuendo won't open - internet down

Hi there guys. What’s the deal with this? My fiber went down this morning and Nuendo 13 wouldn’t open. It got stuck at ‘checking license’.
I had to connect via my phone to get working. Surely, surely this can’t be an issue if my computer is authorized?

AFAIK it shouldn’t happen. The licensing should work when you are offline.
