Odd bracketing changes

Can anyone tell me why changing the bracketing between staves would affect the bracketing of completely different staves?

In the attached, I have placed Condensing Changes at bar 29 (Flutes) and 93 (Horns). These are just for demonstration.

If I change the bracketing of any staves, anywhere before these, the Flutes and Horns will lose their default Sub-brackets.

This may be default behaviour but I haven’t checked.

I’ve added a bracketing change encompassing the saxophones in bar 19 (so before 29) and the horn bracketing stayed there. The Flute 1 and 2, though, got separated. Trying to drag them back in place has horrendous consequences, lol …
Resetting works in bar 29, but then you cannot change anything at all …
Not sure what is going on…
