Write the main 16th notes first. Select the whole passage and set it to a down stem voice (shift-v for a new voice, or v if you already have a ds voice in that staff). Ctrl-select the notes you want to double and copy. Put the cursor on the second 16th note, right-click , and select paste special>paste into voice>up stem voice 1. You may have to select the passage and and do edit>remove rests afterwards, as well as beam appropriately

Note that you can also simply enter the doubling notes in the new voice. I find copying and pasting faster for longer passages. Also, any two voices will work, though you may have to flip stems, but I find using “u-s voice 1” and “d-s voice 1 much cleaner”. It is easy for beginners to use too many voices in a document.
