Click on the flow in the bottom panel, so that it turns bright blue. Make sure the boxes for all 4 players on the left are ticked.

Look in Layout Options—>Vertical spacing. Are empty staves set to be hidden?

Players have to be in a Flow and in a Layout to appear. You can remove a Player from a Flow, or you can remove it from the Layout.
From the image, Violin 1 is clearly de-selected from the Layout; but as asherber says, you need to click on the Flow to see if the Viola and Harp are included in the Flow.
