Opening Pool Window in smaller window

In Window 7 64 bit I cannot get the pool window open in a smaller window so that I can drag files from the pool to the project window. I either have the pool window or the project window.

In the Mac version of Cubase I never had a problem opening the pool window on top of the project window in a smaller window. It was just always that way by default.

Can anyone help me out here?

No, cannot be resized. It is an either/or. When I open the pool, it opens in the exact window that the project is in, completely covering the track/project window.

Can you move it using the window titlebar?

No, the only thing it will do is take the place of the tracks window. I would think it would open just as the pool window has opened for years, but not so here.
