Hi,
It would be nice to have an option for proportional vertical spacing (or a way to see proportions of vertical spacing) — for instance, some way to see and/or ensure that the distance between the top of the staff and the q=66, and the distance between the q=66 and the “Darkness gather round,” are equal:
Currently I think the best option is just to eyeball it, but if there’s a better way, please let me know!

I belive you can set up a non-printing grid to help with alignment.
Does the grid and/or ruler view in Engrave mode help?
Well, if you mean the baseline of the metronome, and the text, and the upper staff line distances, if you leave the factory Minimal distance above staff for Tempo (3 spaces), and set a custom Paragraph Style for the text (without avoid collision and with the Distance from staff set to 6 spaces), under normal conditions, you have exactly the double distance (not sure if this is what you want, or if this covers your needs):
