Is there a way to display the bar number above the “ossia” notation if there is an “ossia” score in the score?
When “ossia” is not present, it appears above the regular score.

This under Library->Layout Options->Staves and Systems->Ossias and Extra Staves.

Selecting ‘Outside’ places bar numbers above the top staff and below the bottom staff.

Not here. It probably depends on your settings under Layout Options->Bar Numbers.
