I am trying to create an Ossia staff for the arpeggio section of the Chaconne. I thought it would cast off according to the spacing for the Ossia staff but it remains at 5 systems, adds the Ossia, and is cluttered. Is there a workaround? I tried adding a player but then those staves appear throughout the piece instead of just the section.

Have you fixed the systems with Frame Breaks or Casting Off in Layout Options?
As ever, you need to show us the document, to really understand what’s going on.
(Do you need those System Breaks? I doubt Dorico would put 3 bars to a line!
How do I do that (show you the document)? It stays at two bars as far as casting off, but adds the ossia staves keeping the five staves per page so that the pages with the ossia staff are cluttered.

I had to cut out most of the piece. For most of it, 5 staves is ok. During the arpeggio section I want to include the ossia with Bach’s original voicings for comparison.
The page fullness indicators are showing that the pages are over 150% full!!!
You’ve locked 4 bars to a system, and then used System Breaks to set 2 bars to a system.
I’ve removed all the System Breaks, and turned off Fixed Casting off. I’ve also reduced the Staff Size a little bit. Now you can see the Ossia, which was hidden by being squashed.
I’ve also reduced the inter-system gap from 10 spaces to 8. You might want to reduce the frame margins and page margins top and bottom, to get a bit more space. You might get 4 systems to a page, then.
