Does anyone know why Dorico is sometimes setting page breaks although theres enough space for a system? How can I avoid these breaks?

Not without seeing the document itself.
Sometimes it errs on the side of caution. You can always use Frame Breaks to insist on 2 systems per page.

Clearly these pages are just on the edge of fitting 2 systems. Forcing a number of systems in a frame can result in collisions, so I would first try:
- reduce gaps in Layout Options > Vertical Spacing (staff-to-staff and inter-system)
or - reduce the space size a tiny bit

You can also set a fixed casting off of 2 systems per frame.
