Page Numbers in Flow First Pages

I am having some trouble with a set of parts. The orch librarian wants page numbers on all pages but the piece is multi-movement and there are lots of new flows which refuse to display page numbers on their first page. Have investigated master pages and default pages but to no avail. Any help?

Try this Layout Option (Under the Page Setup > Flows section)
