You’ve probably run into one of those “circular” issues that sometimes prevent Dorico from handling vertical spacing automatically.
In your case, to fix it, you can just add a frame break at bar 233.
Additionally, you can reduce the first value here (in Layout Options) to 40 (or less) so that pages 22 and 24 are vertically justified like the others.
