As far as I know, it depends on your Playing Techniques Font size and it’s not scalable, I’m afraid.
It only appears small in certain score file
Don’t you have a different Playing Techniques font size in these files?
No, there is only one size available.
You could try to use the Library Manager to compare a “normal” project with a problematic one. Or post cutdown versions of both here, and someone can maybe help you.

Apparently, if you set your Playing Technique Font 2 (the one in Times New Roman italic) to Staff‑Relative instead of Absolute
it will be scaled in the right panel according to the font size. Here, the right side is Staff‑Relative, and the left side is Absolute, which is how it’s set in your project.
You might need to close and reopen the project for the change to take effect.
But if for some reason you need it to keep it to Absolute, then I don’t know what you can do…

The display of playing techniques in the panel will always be somewhat limited, because they have to fit into the panel, and the panel cannot be infinitely wide or tall.
You can always of course input playing techniques using the popover as well, by entering the popover text that you’ve set to use for the corresponding techniques.
Can only newly entered words be made smaller? The default font size is just right.
You’re using a separate font style for your italic techniques, which is set to be font size 9, not font size 11 like the default playing technique font.
Changing your italic font style to be font size 11 and staff-relative, and then adding a new technique, caused the panel to refresh and they all appeared larger. (These notations panel don’t refresh all the time.)
If you want these techniques to be font size 9, and appear smaller in the music, then for now you’ll probably need to accept that they will likewise appear smaller in the panel, relative to the default techniques using the larger font size.
It seems there’s no way around the fact that the font size increases when using “staff-relative” but shrinks again when using an absolute value.
So this panel (others do) cannot be made to scroll up and down? That creates a lot more real estate for such things.
Sorry, what I meant by “infinitely tall” was the height of individual buttons (and indeed that the panel itself needs to remain within the project window).

So, the only real qualm I have with Dorico at the moment is somewhat related to this thread. Panels in zones always initiate as maximized and that, depending on what Toolbox has been chosen, creates a lot of unnecessary screen clutter. differing sizes of potential selections in those panels makes the clutter worse in my opinion.
Since we cannot float any of these tool boxes or panels, it would be really nice for the panels to at least save the current Min/Max setting so that one can start the next time with a less cluttered project window. I really do not prefer Hide Zones functionality because when unhidden, the clutter returns requiring unnecessary clicks if choosing to use that consistently.
The Absolute Tempo Change panel, for example, is really visually distracting because it is so long and the remainder of the panels below are off screen and, for some of us, that is “out of sight, out of mind.” If panels in zones could always display the way we left them at Dorico shutdown, it would declutter the workspace. An example of how this would be for me at startup for the Tempo zone:

I use popovers, when I can, to set a MM speed and then (if needed) add any text tempo in the properties panel later.
I typically use popovers for many things. I tend to use the gradual and relative tempo change panels frequently, though, and would prefer just to have those maximized (either on loading Dorico or with my one-time panel maximization at the beginning of a session).
The state of panels should be remembered for a project, including between sessions – so if you close all the sections, and save your project, then they should remain closed the next time you open the project.
If you want further control over how panels behave, perhaps start a new thread with a feature request, with perhaps some examples from your own experience of why you’d like this (e.g. describe a situation where the different behaviour would have benefitted you)
