Panning is not working in Cubase 6

I use Cubase 6 on a Windows 7 PC, just a simple headphone setup.

Haven’t had any issues with panning until recently. Basically, as I try to edit panning automation, the stereo effect is not present. The only difference I notice is that on hard pans to the Left or Right, the signal gets a little quieter. Center is loudest.

This makes no sense to me, as it was working fine before, and I haven’t changed anything in the Control Room. Not sure what I did other than get a new, refurbished interface (the old one was a lemon). The issue seems to be within Cubase though, as I have double-checked all my connections with the interface outputs and headphone jacks, and this unit actually works 100% of the time, wherein my last one was broken!

I tried disabling the Control Room and it still didn’t solve the issue.

Help! I’m about to hit the premixing stage for the first record I’ve made on this setup and this is causing me delays already. Thanks!
