I am looking at update from Cubase 9 to Cubase Artist 13 and am unsure about whether my PC spec is up to it -?

Whatever it is you do now you’ll be able to do with Cubase 13. Unless you’re at your current machine’s limit, of course.
Get more RAM. On my machine Cubase with an empty project , my browser, and all the Windows services, Corsair software, and so on, takes 8 gigs of RAM.
The best advice I can give is to install it and give it a spin. It’ll run in trial mode for 60 days.
There’s always that!
Modern processor single core speeds are in the 5.5 to 6 GHz range, so your Xeon @ 3 GHz is on the low side. And as @Googly_Smythe said, more memory is desirable - I would say that 16 Gb is a working minimum these days.
But, none of us know what kind of projects you’re running. If they’re of modest size and complexity you might be OK with what you’ve got.
@mlib 's advice is sound. It costs you nothing to download the trial and check it out.
