I always struggle with pick up bars. Can someone tell me how to fix this? I want two beats before going into the first bar but I wasn’t able to add the cut time time signature until after the 2 beats. I’m fairly certain it should happen before, no?
Yes, it should. How did you enter the pickup bar? Usually you would enter a time signature of cutc,1 to get cut time with a 1 beat (half note) pickup.

In the Time signature popover (Shift+M) a pickup bar can be input as a fraction of the time signature. So in cut time where one half note = one beat, type cut,1 in the time signature popover. In an empty project, you’ll end up with this:
After this you can add the number of bars you want with the Bars popover (Shift+B).
If you want that half rest displayed as two quarter rests, invoke the caret, hit comma , to enter rest mode, activate Force duration O and hit Y (the quarter note length should be selected by default when starting note input).
