As you see here - staccatos that are velocity controlled ignores dynamics at the first note after a CC controlled one (In this case Naturals that it defaults back to after a short sequence of staccatos)
This is on a new project with a modified default expression map with only naturals (set to cc dynamics) and staccatos with 50 ms delay (set to Velocity dynamics).
Note: All humanised dynamics are turned off.
