Question: Is it now possible in VST Live Pro 3 to display a (multi-page) PDF in the VST Viewer in sync with an audio file and program the page turns with frame-accurate timing? For example, can the transition from PDF page 1 to PDF page 2 be set to occur exactly at 00:00:20:00?

Yup, that’s possible.
So what did I do? 
With the VST Viewer active I assigned Virtual MIDI 1 to Quick Control 6 (“Page”). I set the corresponding MIDI command to my liking (in Actions and Shortcuts).
I created a MIDI Track routed to Virtual MIDI 1 and inserted the above-created remote command (let’s say at 8.1.1) to jump to the next page in my PDF.
Is this what you’re aiming at? Or do you need to jump freely between pages (“at this point jump to from page 12 to 3”)?

Unfortunately, there still isn’t any proper documentation for VST Live (3.0.49) (i.e. video tutorials), and I’m sure there are many hidden features that users simply don’t discover. I really hope that there will soon be some good, systematic tutorials, especially for beginners, that explain everything step by step…
We are working on a new manual, as we speak.
In the meantime, please try the following:
Once this works, create a MIDI track, route it to your previously defined automation port and, in the MIDI editor, insert your MIDI command for “page” wherever needed.
In my screenshot I’ve set the viewer to advance pages when I hit C4 on MIDI channel 2 on my keyboard.

Unfortunately, I still haven’t been able to figure out how this works. I think what I’m really missing is a basic understanding of the routing concept in VST Live.
The first five steps I was able to follow and complete successfully—at least as far as I understood them. But when I got to “route it to your previously defined automation port”, I completely lost the thread. I simply don’t understand what exactly needs to be routed where.
I really hope there will be a proper beginner’s manual / Video Tutorials soon (if possible also in German!!) , so that I can learn the software from the ground up. It’s a bit surprising that there are so many excellent step-by-step tutorials for Steinberg’s other software products (Cubase, Dorico, SpectraLayers..), while there is still very little learning material available for VST Live Pro…

Ah, I see where my example can be misleading. In my screenshot I simply configured Quick6 so that it will turn a page if it receives a defined MIDI note-on from my Komplete Kontrol S61 keyboard (KK S61).
To achieve the same thing using a MIDI track you need to route the MIDI source for the note-on command to one of VST Live‘s Virtual MIDI ports, say, Virtual MIDI 1.
Now create a MIDI Track and set its output also to Virtual MIDI 1. Insert the MIDI command that should turn a page at the desired position on that MIDI track, for example by using the MIDI editor.
That should to the trick.

Thank you sooo much for your support! I managed to get it working 
(see the attached video), but unfortunately the PDF does not jump back when I stop and restart the song.
What I was hoping to achieve is the following: I want to play an audio track in VST Live Pro 3 while simultaneously displaying the corresponding PDF score. The PDF pages should automatically stay synchronized with the audio playback.
In other words, if I rewind or jump to a different position in the audio track, the PDF should automatically jump to the corresponding page or position where the current audio marker is located.
Is this still possible in VST Live Pro 3.0.50?
Sorry for the delayed answer - vacation time. 
What you can actually do is set an automation for Quick Control 6 “Page”. For example, choose CC1 (Modulation) as the desired MIDI remote command (you can choose any other command as well, e.g. Note On). As in the above example choose any Virtual MIDI port of your choice for the automation.
Now create a MIDI track and route it to that VM port. Draw in a few CC1 event at the desired positions and set their value to the page you want to jump to. Now the PDF should follow your arrangement.
