I’m trying to create a new set of plugins in the plug-in manager. Is it possible, or is there an easy way, to see which plug-ins HAVE NOT been added to any folder yet?

Yes, press the toggle button on the top, right beside the search field.
Oh great, I also stumbled in that problem, but just thought there was no solution 
Me too… The button needs to be more obvious somehow! And I wish it would remember my last setting
