Plug in probs shouldn't prevent Cubase starting up... surely!

Happened again today, so more details:
Cubase 13 startup splash screen says “initializing: Scanning VST3 Plug-ins…” After 5 or 10 minutes, I force quit Cubase 13.
THEN VST 3 plug-in Scanner (a comonent program within Cubase folders) then popped up with an option to skip or rescan licenses.
My complaint is that the VST 3 plug in scanner doesn’t appear in front of the splash screen to allow me to skip this plug in.
BTW the second startup brings up a safemode screen that allows me to disable all third party plugs… Useless because I only need to skip 1 plug in not all third party.
I have a laptop and a desktop and I sync the project and audio to the cloud and use different devices in different locations. I need to be able to open on or the other without changing dongles or moving VST plug in files out of the scanned folders, etc.

I just want this VST 3 plug in scanner to appear in front of the splash screen to allow me to skip this plug in every now and then… shouldn’t be too much to ask?
