Here is a translation from an approach to adress the latest issues with the SDA from the German forum. The solution was provided by the German Steinberg support and it seems to work so far.

Preparation: Make sure the latest Download Assistant (version 1.36.4) is installed
Steinberg Download Assistant | Steinberg -
Download and unpack this application.properties file from Steinberg
application.zip (263 Bytes) -
Replace the old properties.application file in the SDA with the file above here:
C:\Users\your name\AppData\Roaming\steinberg-download-assistant
Another way to get there on Windows: press the Windows Key + R, insert %appdata%/steinberg-download-assistant and press return.
- Launch the SDA. That’s it.
