Does it crash 10.2? (if you have that option available)
No problems on W10 here.
No issues on Win 10 here either.

No problems here with Mac Catalina 10.15.5 and Nuendo 10.3
Pro Q 3 crashes my 10.3 on High Sierra when I insert it in an Input channel. When I hit play Nuendo hangs.
Did you try to start nuendo in safe mode without 3rd party plugins? When you restart nuendo afterwards with plugins enabled plugins, does it still crash?
