The message says “impossible to establish a connection to the server”.
The italian Message is:
Impossibile stabilire una connessione col server delle licenze a causa delle impostazioni di rete non corrette o poichè esso non è al momento disponibile (ad es. per lavori di manutenzione)

Make sure Firewall or Antivirus don’t block the server communication, please.
