I’m having a problem with WaveLab’s master section. When I open an old edit file, either I’ve selected “Restore last selection on next startup” in the properties and I get the plugins from my last edit, or, if I’ve deselected this option in the properties, I have a master section without any plugins. How can I make it save my plugin chain in the master section and have it recalled automatically when I open my file? Do I need to manually save and recall my plugin chain each time?

This is the regular behaviour. The Master Section Configuration is not stored with audio files or montages.
Use a project so that the master section preset can be saved there.
Then use these options to associate and restore a master section preset later.
You must also have this option enabled.
If I understand correctly, the Master Section Settings cannot be loaded automatically when WaveLab started; i.e. this has to be done manually, or is there a setting for that as well?
Yes and no.
The last Master Section settings can be loaded automatically.
But the Master Section settings for a given file cannot be loaded automatically.
For example, if you work with piano.wav, then close this file and reopen it later, the master section settings will not be loaded automatically for this file.
