Problem with written vs sounded pitch

I have had a problem with the sounded pitch of Derico being a whole step lower than what is written. I write the E on the fourth space of Treble Clef, but it sounds as a D. This has been a problem when writing horn charts, for some reason. I noticed this while writing the charts, but figured, well, the melody starts on an E, so the horn players should play the E (concert). But it isn’t so! They are playing a whole step higher! It is driving me crazy! Help!

I believe the advice is to check your sample rates are aligned…

Are you sure this is not a mismatch between the sample rate of DOrico and your sound card: 48K vs 44.1K?
