I do not believe program change data specified in a Layer is being sent to the VSTs.
The LSB and MSB bank selects are being sent fine.
… which version of VST Live are you running? Make sure you are running the latest version which can be downloaded here
… and which VSTi does not respond to a Program Change event?

Tested it and it works fine here. What plugin?
I’m using 1.4.50. I tried it on plugins I know respond. I’m also trying to send it thru to a shared layer. I used Element and monitored the midi coming into the plugin. Block select CC’s worked fine, but no program change. Any plugin I tried didn’t work.
I will try the latest pre-realease

Sorry, but The problem is me. I was using VST3 instruments, No PC support …
VST2 plugin work just fine with program change. Sorry about that.
