Cubase 9.5 Elements. I set a zoom level to see all my project and hit save. When closing the program and selecting the project, the saved zoom level is not retained. Project is more zoomed in.

I think I have found a probable cause. If you select Adapt to Zoom as the grid type, and the quantize presets is, say 1/16, Cubase will reopen the project at a zoom level that shows 1/16 grid.
