Propagate part formatting with different flows

I have a layout using Flow 1 and another using Flow 2. I want to have them have the same layout including systems. When I setup layout 1 with system breaks, and then propagate to layout two (both boxes checked at bottom), the system breaks do not propagate.

Am I missing something here, or is it not possible to propagate system breaks across flows?

The original system break only exists at a position in Flow 1. It cannot propagate to Flow 2.
